<p>The Center for Economic Research assumes the role of economic observatory and as such produces a set of annual reference publications that include a yearly analytical report on the Lebanese economy, sectorial studies, bilateral trade reports between Lebanon and partner countries, Lebanese exports statistics, and position papers on central and controversial economic issues.</p>

<p>The department operates under the guidance of the Agriculture Committee at the Federation of the Lebanese Chambers which regroups representatives from the four regional chambers in addition to the concerned private and public institutions.<br />
The Chamber seeks to protect and defend the interests of agricultural stakeholders particularly in terms of agro policies, development programs, exhibitions and trade agreements.<br />
<br />
Among the main activities:</p>

	<li>Collaborating with &nbsp;the regional chambers and governmental institutions for the organization and development of the agricultural sector;&nbsp;</li>
	<li>Conducting regular meetings to tackle the controversial issues relating to the agriculture sector in presence of representatives from regional chambers, concerned ministries and key sectors.</li>
	<li>Lobbying role to protect interests of the agricultural sector in terms of policies, laws and trade agreements</li>
	<li>Contributing to negotiations pertaining to agriculture sector in terms of trade agreements between Lebanon and partner countries.</li>
	<li>Participating in local and international agricultural exhibitions and supporting Lebanese farmers and agro companies financially and technically to take part in these events.</li>
	<li>Collaborating with governmental and international institutions in planning and implementing agricultural development programs;</li>

Established under the ATA Convention as a trade facilitation tool, the ATA Carnet, commonly referred to as the &ldquo;Passport for Goods&rdquo; is an international customs document that si<img alt="" src="https://backend.ccib.org.lb/storage/ht-ck-images/jtDe6ouZLSyWvPewYkTHxCDsQZpL9KX42cpGHIsm.jpg" style="float:left; height:142px; width:260px" />mplify and unify customs border crossing regulations for duty-free and tax-free temporary import and export of goods for up to one year.</h5>

<h5 style="text-align:justify">The initials &ldquo;ATA&rdquo; are an acronym of the French and English words &ldquo;Admission Temporaire/ Temporary Admission&rdquo;.</h5>

With the ATA Carnet, exhibitors, salespeople, artists, athletes, TV crews, technicians, event participants and business travelers may:</h5>

	<h5>Use one unified customs document for all declarations at home country and abroad;</h5>

	<h5>Use single document for multiple destinations and trips throughout its maximum one-year validity;</h5>

	<h5>ATA Carnet holders are not required to post securities with customs.</h5>

<h5 style="text-align:justify">Customs authorities accept ATA Carnets in accordance with the scope of application that they ratified. The goods must not go through any changes while situated in the country of temporary importation.</h5>

<h3><strong>How to apply for an ATA Carnet?</strong></h3>

<h5 style="text-align:justify"><span style="color:black">Completing the Application Form and the General List of Goods:</span></h5>

<ul>

	<h5><span style="color:black">The ATA Carnet is issued to an applicant (company or individual) who is established in Lebanon. In addition to the holder of an ATA Carnet, a representative (person or company who will present the Carnet to Customs) authorized by the holder may also use the ATA Carnet.</span></h5>

	<h5><span style="color:black">The applicant must send by e-mail (<a href="mailto:atacarnet@ccib.org.lb?subject=Email%20From%20website">atacarnet@ccib.org.lb</a>) the application form and the General List of Goods duly filled in to the Chamber of Commerce, Industry and Agriculture of Beirut and Mount Lebanon (CCIA-BML) at least <u>five working days</u> prior to the planned journey.</span></h5>

	<h5><span style="color:black">The applicant should provide the CCIA-BML with the printed and signed application form, deposit the amount of the ATA guarantee, pays the ATA Carnet issuing fees, and receive his ATA Carnet. </span></h5>

<h5 style="text-align:justify">The ATA Carnet is completed and printed at the Chamber of Commerce electronically, by printing the information submitted by the applicant in the electronic application and the General List of Goods into the ATA Carnet form, at the sole responsibility of the applicant in terms of correctness and accuracy of information provided.</h5>

<h3><strong>LETTER OF AUTHORITY FOR APPLICANT OR USER </strong></h3>

<h5 style="text-align:justify">A Carnet may be issued in the name of an individual or a company who must be a permanent resident of Lebanon. However, it may be used by any person providing the user carries a letter from the named holder authorizing such use (see example below). The holder may also allow an Agent to handle the Carnet through the customs on his behalf, again provided that the Agent holds a Letter of Authority. Box B (Name of accredited person(s) who will use the Carnet) on the Green Front cover and the colored vouchers would then contain the statement: &quot;Any authorized representative&quot;.</h5>

ATA Carnet

<p><strong>TIR CARNET</strong></p>

<p style="text-align:justify">TIR is the only global transit system that enables goods to be shipped from a country of origin, through transit countries, to a country of destination in sealed load compartments that are controlled by customs via a multilateral, mutually recognized system. It is the easiest, safest and most reliable way to move goods across multiple international borders, saving time and money for transport operators and customs authorities.</p>

<p style="text-align:justify">The TIR Carnet is an international customs document that allows speeding up border crossing for goods transiting by road. The initials &ldquo;TIR&rdquo; stand for &quot;Transports Internationaux Routiers&quot;.</p>

<p style="text-align:justify">The Chamber of Commerce, Industry, and Agriculture of Beirut and Mount Lebanon is in charge of issuing and guaranteeing TIR Carnets in Lebanon since year 2000.</p>

<p style="text-align:justify">The International Road Transport Union (IRU) <a href="https://www.iru.org/">https://www.iru.org/</a> in Geneva, mandated by the United Nations has been administrating the TIR Convention since 1953, which includes 77 contracting parties around the world (<a href="https://treaties.un.org/Pages/ViewDetails.aspx?src=TREATY&amp;mtdsg_no=XI-A-16&amp;chapter=11&amp;clang=_en">list of TIR countries</a>)</p>

<p style="text-align:justify">The TIR System is based on the following six pillars:</p>

<ul>
	<li style="text-align:justify">Secure vehicles or containers: Goods should be transported in secure vehicles or containers;</li>
	<li style="text-align:justify">International Chain of Guarantee: Duties and taxes &quot;at risk&quot; during the journey should be covered by an internationally valid guarantee;</li>
	<li style="text-align:justify">TIR Carnet: Goods should be accompanied by the TIR Carnet taken into charge in the country of departure serving as a control customs document in the countries of departure, transit, and destination.</li>
	<li style="text-align:justify">Mutual recognition of customs controls: Customs control measures taken in the country of departure are accepted by the countries of transit and destination.</li>
	<li style="text-align:justify">Controlled access: Access to the TIR system for National Issuing and Guaranteeing Associations is given by the competent National Authorities, and for transport operators, by the National Customs Authorities and the National Association.</li>
	<li style="text-align:justify">Safe TIR Electronic Termination of TIR operations.</li>
</ul>

<p style="text-align:justify"><strong>Benefits: </strong></p>

<ul>
	<li style="text-align:justify">TIR allows the goods forming the subject of the transaction between private entities to be put into tax-free circulation between two or more countries.</li>
	<li style="text-align:justify">As customs control measures are taken in the country of departure and are accepted by all countries of transit and destination, there is <strong>no need for physical controls at the border</strong><strong>;</strong> customs must only inspect the TIR seals. This means that more transports can pass through borders every day, cutting the cost and time of transport for traders and in turn reducing prices for millions of end users around the world. TIR has been shown to cut transport times by up to 80% and costs by up to 38%.</li>
	<li style="text-align:justify">TIR offers the guarantee that, if the goods &quot;disappear&quot; on their territory, they can recover from the chain of guarantee the total amount of the Customs duties up to a maximum of US $ 50,000 per TIR Carnet.</li>
