زار رئيس الهيئات الإقتصادية الوزير السابق محمد شقير رئيس الحكومة نجيب ميقاتي اليوم في السراي الحكومي، وبحث معه الأوضاع الإقتصادية والإجتماعية وآخر&nbsp; التطورات الحاصلة في البلاد.

وقال شقير في بيان بعد اللقاء، &quot;ان الإجتماع كان مناسبة أيضاً لتهنئة الرئيس ميقاتي على إتمام عملية ترسيم الحدود البحرية الجنوبية والتوقيع عليها&quot;، آملاً أن يشكل فاتحة خير على لبنان واللبنانيين.

The EU co-financed project TECHLOG launches the Eastern Living Lab in Beirut in presence of partners and representatives from academia and trans(port) industry.&nbsp;

In the framework of the 3rd TECHLOG Steering Committee meetings that took place in Beirut, on 18 &amp; 19 October 2022, the Chamber of Beirut and Mount Lebanon, partner in the project, organized the launch event of the Eastern Living Lab pertaining to the technological transfer for logistics innovation in Mediterranean area. The launch event and Steering Committee meetings took place in presence of the TECHLOG consortium partners from Italy, Spain, Tunisia, Egypt and Lebanon as well as Lebanese and Egyptian stakeholders from port, logistics, innovation labs and academic institutions.

<h2>Why TECHLOG project?</h2>

Most Mediterranean sectors need to foster connections between research, development, and education, from one side, and, the business, from the other side. Unfortunately, many tools used and developed by research and academic actors do not match with actual market needs. Ports and transport are no exception to this situation. TECHLOG aims to strengthen ties between academia and the (trans)port industry (namely the transport inside port areas) in the Mediterranean region. Concretely, TECHLOG will encourage joint Technology Transfer Initiatives (TTI) to achieve common quality standards for transport and port specialized staff.

Mr. Rabih Sabra, Director General of Beirut Chamber welcomed the partners and participants form Italy, Spain, Tunisia, Egypt, and Lebanon and shed lights on the Chamber&rsquo;s leading role in ENI CBC MED projects for years. He emphasized the relevance of TECHLOG since it will not only enhance the partnership between Northern and Southern shores of the Mediterranean Basin but will also give Lebanon and the port and transport community of Beirut an opportunity to upscale its workforce skills and to benefit from the technology transfer through the new living labs network.

<h2>Signature of two cooperation agreements in innovation and training</h2>

In the opening session several key speakers took the floor such as: Mrs. Alessia Squarcella, Deputy Head of Cooperation from the EU Delegation in Lebanon, Dr. Kassem Rahhal, Advisor to the Lebanese Minister of Public Works Advisor, Professors, Gianfranco Fancello &amp; Patrizia Serra, &nbsp;from University of Cagliari, the Lead Beneficiary of the TECHLOG project who presented the TECHLOG objectives and scope, and Dr. Sandra Haddad, Vice Dean at Arab Academy for Science, Technology &amp; Maritime Transport &nbsp;(AASTMT) who elaborated the TECHLOG eastern Living Lab&rsquo;s aims and activities.

Mrs. Hana Nehme, Head of Development projects at Beirut Chamber opened the axes of discussions between the Lebanese stakeholders and the project partners on innovation challenges and needs, alignment of academic approach, and opportunities offered by the TECHLOG project.&nbsp;An open discussion between the stakeholders took place. They all agreed on having common standards between the 5 country partners such as: safety measures especially when it comes to truck transportation. But they all tackled that regarding this subject, the government&rsquo;s policies in the partners countries are not the same, which can be a hindrance. Raising awareness, related to laws and lobbying is one of the key actions that must be done to set the light on this critical issue, is part of the advice given during this round table. Also, training must and will be given to truck drivers about road safety, an action that has been already taken by the Chamber of Beirut. Increasing the cooperation process that has been launched during this 3rd&nbsp;steering committee is the next step. To improve all stakeholders, must come together especially academia, research and the business sector and the governments.&nbsp; &nbsp;

Among the Lebanese stakeholders who attended the event, namely, Mr. Karim Jazzar , Deputy HR Director, Merit Group- CMA CGM, Dr. Daniel Asmar, professor at the American University of Beirut (AUB), Mrs. Sandra Abboud ESA Business School, Dr. Marcel Hinain, Vice president at the American University of Technology (AUT), and Mr. Ramzi Salam&eacute; Secretary General National road safety council.

Professor Gianfranco Fancello, from University of Cagliari, explained: &ldquo;The Living Lab is a very important tool to create a common platform, a common environment to create a collaboration between industry and research to define, and solve a common problem, exchange activities and create a share program and policy between the 5 countries involved in the project.&rdquo;

The event was concluded by the signature of two cooperation agreements in innovation and training between AASTMT and the Egyptian Global Logistics and Ship &amp; C.R.E.W and the AASTMT.

The event was followed by a visit to the Chamber of Beirut headquarter where the trucks simulators lab was inaugurated in presence of TECHLOG partners. The Steering committee meetings started in the afternoon and the day of 19 October to evaluate the progress of working packages activities within the set action plan and timeline and the upcoming activities pertaining to TECHLOG living labs functionalities and digital platform.&nbsp; A welcome Lebanese dinner at Beirut Marina Bay&#39;s waterfront brought all partners and guests together to enjoy authentic Mediterranean cuisine as the two-day conference came to an end.

Launching of the Eastern Living Lab under TECHLOG Project

شقير: الودائع حق لا يمكن تجاوزه.. وخطة الهيئات عادلة وتطويرية وتضمن إصلاحات جذرية &nbsp; أعلن رئيس الهيئات الإقتصادية الوزير السابق محمد شقير رفض الهيئات القاطع لعدم إيجاد حلول لودائع المودعين في المصارف اللبنانية في أي خطة تعافي مالي وإقتصادي سيتم إقرارها من قبل السلطتين التنفيذية والتشريعية، معتبراً أن الودائع بكليتها صغيرة أو متوسطة أو كبيرة هي حق مقدس يصونه الدستور. وقال شقير &quot;إن إستسهال فكرة شطب الودائع في خطة التعافي المدعومة من صندوق النقد، خصوصاً ودائع كبار المودعين، أي تلك التي تزيد على 100 ألف دولار، لا تقبل به الهيئات الإقتصادية&quot;، معتبرا أن &quot;مثل هكذا طرح غير عادل بل مجحف، ولن يمر في مجلس النواب&quot;. وكشف شقير عن أن عدد المودعين الذين تفوق قيمة ودائعهم الـ100 ألف دولار يتجاوز الـ170 ألف مودع، وليس كما يسوق له بأنهم أقل من 8 آلاف مودع، مؤكداً ضرورة عدم إستسهال الأمر وضرورة الأخذ بعين الإعتبار كل هذه العوامل مجتمعة للبناء على الشيء مقتضاه. وأكد شقير أن &quot;خطة الهيئات للتعافي المالي والإقتصادي، تستجيب لكل هذه المتطلبات خصوصاً حقوق المودعين، وتشكل حلاً منطقياً وعملانياً، لأنها تستند الى كل المرتكزات المحاسبية والمالية والشفافية، كما انها لا تتعارض مع مبادئ صندوق النقد الدولي لا سيما في ما خص تحميل الدولة أي ديون أو ترتيب عليها إلتزامات مالية&quot;. وشدد شقير على ان &quot;الحل الذي تضمنته خطة الهيئات الإقتصادية للتعافي في ما يتعلق بكبار المودعين، وقيمتها حوالي 30 مليار دولار، حل ذكي علمي وإقتصادي ومالي وإصلاحي وأيضاً عادل، لأنه يتضمن الآتي: <ol> <li dir="RTL" value="NaN">&nbsp;تحميل الدولة مسؤولياتها حول الأموال التي إستدانتها من المصارف ومصرف لبنان، أي من أموال المودعين.</li> <li dir="RTL" value="NaN">&nbsp;&nbsp;إيجاد آلية لإعادة أموال كبار المودعين، عبر إدارة مؤسسات الدولة المنتجة وعددها 15 مؤسسة، من قبل شركات عالمية متخصصة عبر منافصات عالمية شفافة، بحيث يتم توزيع فائض الأرباح الذي يزيد على المعدلات العالمية لكل مؤسسة على هؤلاء المودعين.</li> <li dir="RTL" value="NaN">&nbsp;&nbsp;إن تكليف شركات عالمية متخصصة بإدارة مؤسسات الدولة المنتجة التي تشكل الركيزة الأساسية لتشغيل الدولة وإدراتها والقيام بإلتزاماتها الإجتماعية والإنمائية، هو أمر بالغ الأهمية، لأنه سيؤدي حتماً الى إصلاح هذه القطاعات التي عجزت الحكومات المتعاقبة عن إصلاحها خلال عقود من الزمن.</li> <li dir="RTL" value="NaN">&nbsp;كما إن إدارة مؤسسات الدولة المنتجة من قبل شركات عالمية متخصصة، ستؤدي حتماً الى نقل التكنولوجيا ووسائل العمل الحديثة اليها، وبالتالي تطويرها وزيادة تنافسيتها وتنافسية الإقتصادي اللبناني.</li> </ol> وكشف شقير عن أن لدى الهيئات عدداً من الأفكار العملية والفاعلة لإيجاد مصادر أموال جديدة تساعد كثيراً أيضاً في تدعيم خطتها وبشكل خاص إعادة الودائع لكبار المودعين، مع إشتراط إدخالها من ضمن النموذج المقترح حفاظاً على مبدئي الشفافية والحوكمة. وشدد شقير على أن خطة الهيئات تلاقي قبولاً واسعاً، ونأمل أن يتم تبنيها رسمياً، وبالتأكيد ليس لدينا اي مانع في حال أحد الأطراف إقتراح تعديلاً يزيد من قوتها وفعاليها وجدواها، لطرحها بشكل رسمي أمام صندوق النقد الدولي الذي لا يزال يتمسك بشطب ودائع كبار المودعين. &nbsp; &nbsp;

بيروت في&nbsp; 18 تشرين الأول 2022 &nbsp; شقير يطلق مجلس رجال الأعمال اللبناني - الكويتي برئاسة صقال &nbsp; أطلق رئيس الهيئات الإقتصادية رئيس غرفة بيروت وجبل لبنان الوزير السابق محمد شقير في إجتماع عقد اليوم في مقر غرفة بيروت وجبل لبنان مجلس رجال الأعمال اللبناني - الكويتي. ويتألف مجلس إدارة مجلس رجال الأعمال اللبناني الكويتي من الأعضاء الآتية أسماؤهم: أسعد صقال، جاك صراف، هادي سوبرا، حسين البطل، فوزي تامر، حسن درغام، هادي خليل، أنطوان بارود، جو حاتم، مروان كبي. شقير وتحدث شقير في بداية الإجتماع فأكد عمق وقوة العلاقات التاريخية والأخوية التي تبرط لبنان بالكويت، مشدداً على أن الكويت كانت ولا تزال في مقدمة الدول التي تساند بلدنا وشعبنا على كافة المستويات. وأعتبر ان إطلاق المجلس يأتي في توقيت جيد مع الإنفتاح الخليجي على لبنان الذي نأمل أن يتوج بإعادة العلاقات الأخوية الى سابق عهدها. وشدد شقير على أنه &quot;من أولى مهام هذا المجلس تنمية علاقات لبنان الإقتصادية مع الكويت لتكون بمستوى العلاقات الأخوية بينهما، والمساهمة في تطوير التعاون والشراكة بين القطاعين الخاص اللبناني والكوتي. هيئة المكتب بعد ذلك جرى إنتخاب هيئة مكتب المجلس، التي أتت على الشكل الآتي: أسعد صقال رئيساً، جاك صراف نائباً للرئيس، هادي خليل أميناً عاماً. صقال وبعد إتمام العملية الإنتخابية تحدث صقال، فشكر شقير على ثقته، مؤكداً إن المجلس هو مكون أساسي في غرفة بيروت وجبل لبنان والهيئات الإقتصادية وسيبقى على تنسيق وتعاون دائمين معهما لما فيه مصلحة القطاع الخاص والإقتصاد الوطني. وأكد صقال أن &quot;أمام المجلس مهام كثيرة، يأتي في مقدمتها ترسيخ تعاون بناء بين القطاع الخاص وتعزيز العلاقات الإقتصادية بين البلدين&quot;، معلناً أن المجلس سيقوم بوضع برنامج عمله له حتى نهاية العام 2023. &nbsp;

بيروت في 18 تشرين الأول 2022 &nbsp; شقير يؤكد خلال لقائه حبيب وقوف الهيئات الى جانب مصرف الإسكان &nbsp; استقبل رئيس الهيئات الإقتصادية الوزير السابق محمد شقير اليوم في مقر غرفة بيروت وجبل لبنان رئيس ومدير عام مصرف الإسكان أنطوان جبيب، وجرى البحث خلال اللقاء في الواقع الإقتصادي والإجتماعي وتأثير ذلك في مختلف النواحي الحياتية للمواطنين لا سيما في موضوع السَكَن. ورحب شقير بحبيب &quot;إبن القطاع الخاص اللبناني وصديق الهيئات الإقتصادية&quot;، مؤكداً ضرورة تضافر جهود الجميع لتمرير هذه المرحلة بأقل الخسائر الممكنة. وبعدما عرض حبيب أمام شقير المشاريع والبرامج التي ينفذها مصرف الإسكان وتطلعاته المستقبلية، أكد شقير وقوف الهيئات الإقتصادية الى جانبه وجانب مصرف الإسكان الذي يشكل حاجة ماسة للمواطنين خاصة ذوي الدخل المحدود لتأمين مسكناً لهم ولعائلاتهم، وكذلك لتمكينهم من الإستفادة من قروض الطاقة الشمسية. وفي نهاية اللقاء، تم الإتفاق على إستمرار التواصل والتنسيق في القضايا ذات الإهتمام المشترك لما في مصلحة المواطن اللبناني.

إستقبل رئيس الهيئات الإقتصادية الوزير السابق محمد شقير سفير الصين تشيان مين جيان اليوم في مقر غرفة بيروت وجبل لبنان، وجرى عرض تداعيات الأزمة الإقتصادية والمخاطر المحدقة بلبنان، وكذلك تم البحث في سبل تعزيز التعاون الإقتصادي الثنائي.

بداية، رحب شقير بسفير الصين في مقر غرفة بيروت وجبل لبنان &quot;بيت الإقتصاد اللبناني&quot;، مشدداً على عمق العلاقات التاريخية التي تربط البلدين الصديقين على كافة المستويات لا سيما على المستوى الإقتصادي.

وإذ نوه شقير بالعلاقات الإقتصادية بين لبنان والصين، شدد على ضرورة العمل على تعزيز التعاون بين القطاع الخاص في البلدين، خصوصاً أن هناك الكثير من الفرص الواعدة التي يمكن العمل عليها بشكل مشترك، مشيراً الى أن الصين بما تمتلكه من خبرات وقطاعات كبيرة ورائدة بإمكانها مساعدة لبنان في الكثير من المجالات والقطاعات.

أما سفير الصين، فنوه بالجهود التي يبذلها شقير والأفكار التي طرحها والتي من شأنها تنمية العلاقات الإقتصادية اللبنانية الصينية، مؤكداً وقوف بلاده الى جانب لبنان ومساعدته في تخطي أزماته.

ولفت مين جيان الى وجود رغبة قوية لدى القطاع الخاص الصيني بتنظيم وفد من رجال الأعمال لزيارة لبنان ولقاء القطاع الخاص اللبناني، رابطاً القيام بالزيارة بإنتهاء جائحة كورونا.

وأتفق الجانبان على إستمرار التواصل والتنسيق، للقيام بكل الخطوات اللازمة لا سيما تبادل زيارات وفود رجال الأعمال لتعزيز التعاون الإقتصادي الثنائي.
